Indra has been selected to design, implement, and develop a cloud-based Port Community System for the Port of Bilbao, bringing freight, maritime logistics, customs, terminal, and landside transport information into a common digital environment. The project is intended to automate information exchange while preparing the port for European maritime and customs reporting requirements.
The platform will allow shipping lines, customs personnel, terminal operators, hauliers, and other members of the port community to interact through real-time workflows. Indra says the system will apply the European principle of submitting information once, reducing duplicated declarations when the same cargo or vessel data would otherwise have to be entered into several systems.
The project is being aligned with the European Maritime Single Window Environment, or EMSWe, and the Union Customs Code. EMSWe became applicable across the EU on 15 August 2025, establishing harmonised maritime reporting requirements, common datasets, and system-to-system interfaces around national maritime single windows.
A Port Community System operates at a broader operational level than a statutory reporting portal. Vessel information, terminal processes, customs status, transport activity, and cargo events can be connected through shared workflows so that an update made by one organisation becomes available to the other parties that need to act on it.
Bilbao provides substantial scale for that model. The port handled 32 million tonnes of cargo in 2025 and connects with more than 900 ports worldwide. Indra’s project announcement also attributes more than 58,000 jobs and around 8% of Basque Country GDP to the wider port economy, making the speed and reliability of information exchange relevant well beyond the terminal gates.
Physical port capacity can be wasted when cargo is available but documentation, customs status, transport instructions, and terminal information are not synchronised. A truck arriving before a container has been released adds traffic without moving cargo, while a delayed vessel update that does not reach a haulier can leave transport booked against an obsolete collection time.
The value of the PCS will therefore depend on more than converting existing forms into electronic equivalents. Workflow automation has to connect the event that changes with the organisation expected to respond. When information is entered once and distributed accurately, duplicated administration falls and exceptions can be identified earlier; when interfaces create stale or conflicting records, manual reconciliation simply moves from paper into software.
Cybersecurity and data control become part of the operating requirement for the same reason. Port community systems handle commercially sensitive shipment information while communicating with customs and other public authorities. Identity management, access rights, audit trails, availability, and reliable data matching are essential if users are expected to treat the platform as an authoritative operational record.
The Bilbao project follows a wider logistics technology trend in which specialist systems retain responsibility for their own data while interfaces push relevant events directly into operational workflows. Magaya’s integration of New Zealand PortConnect data into freight-management workflows uses a comparable principle: port information remains within the port community environment while status changes appear inside the systems used to manage individual shipments.
European regulation is increasing the importance of that interoperability. EMSWe has already introduced common structures for maritime reporting, while the Union Customs Code continues to move customs processes towards standardised electronic data exchange. Ports and logistics companies therefore have less room to rely on isolated local databases if information ultimately has to move between operators, authorities, and national systems.
Indra expects the cloud platform to support paperless processes, automate workflows, improve productivity, and reduce transport costs. Those benefits will only become measurable after implementation, when users can establish whether the new system actually reduces re-keying, shortens release times, and supplies information early enough to alter an operational decision.
The scale of Bilbao’s throughput means small administrative delays can be repeated across large cargo volumes. A Port Community System does not move containers itself, but it can remove information gaps that leave cranes, trucks, terminals, and warehouses waiting for one another. Bilbao’s investment is therefore better viewed as operating infrastructure than an IT replacement project: a shared data layer intended to make physical assets easier to use as European freight administration becomes increasingly digital.
