China and Azerbaijan deepen Trans-Caspian logistics links

China-Azerbaijan logistics cooperation is deepening along the Trans-Caspian freight corridor. Lianyungang Port and Azerbaijan Railways are targeting regular block trains, shared transport data, cargo tracking, and closer coordination through Aktau and Baku.

Azerbaijan Railways (ADY) and China’s Lianyungang Port are expanding cooperation on the Trans-Caspian route, with regular block trains and better freight-data exchange forming part of plans for a more consistent China–Europe logistics service through Kazakhstan and Azerbaijan.

Discussions in Baku have included a proposed transport-data chain linking Lianyungang, Khorgos, Aktau, and Baku, alongside closer coordination of railway, port, and terminal operations. Information would be exchanged within national legal and security requirements, giving operators earlier visibility as cargo passes between rail and Caspian shipping services.

Container growth through Aktau is giving that work a larger commercial base. Figures presented during the discussions show Trans-Caspian container transshipment at the Kazakh port rising from 16,400 TEU in 2023 to 65,300 TEU in 2025. Traffic reached 41,800 TEU during the first seven months of 2026, around 18% higher than in the corresponding period last year.

The volumes remain small beside the dominant Eurasian maritime routes, but rapid growth places greater strain on the corridor’s numerous transfer points. Freight passes through separate national railway systems, border agencies, ports, vessels, and terminals, so additional physical capacity can be lost to waiting time whenever the next operator is not ready to receive the cargo.

Regular block trains can reduce some of that variability by creating scheduled flows rather than relying on fragmented wagon movements. Their efficiency still depends on Caspian vessel availability, customs clearance, terminal slots, and onward rail capacity being aligned closely enough to prevent a train arriving only to leave its cargo waiting at the next interface.

Lianyungang already forms part of an established logistics chain with Kazakhstan around the Chinese border hub at Khorgos and the port of Aktau. Stronger coordination with Baku would extend that operating structure westwards, linking Chinese rail departures more closely with Kazakhstan’s network, Caspian shipping, and onward services through Azerbaijan.

The digital component reaches beyond simple shipment visibility. ADY has discussed terminal-management systems, intelligent cargo tracking, freight-yard management, and wider data integration with Chinese port and technology organisations, all of which affect how quickly freight can be transferred when several transport modes and jurisdictions are involved.

Baku Port’s merger into the Azerbaijan Railways structure in 2025 has also consolidated two major domestic interfaces under the same group. Cross-border coordination remains necessary, but Azerbaijan now has a single organisation spanning national rail operations and its principal Caspian port, reducing one layer of institutional separation inside the country.

Private investment is developing around the same trade geography. Recent projects include additional logistics capacity in Almaty for China–Europe traffic, alongside new terminals and scheduled services elsewhere in Kazakhstan and western China. Each project adds capacity, although its value depends heavily on whether the wider corridor can coordinate those additions rather than operate them as isolated assets.

Data interoperability is likely to become one of the more difficult elements. Information that is visible inside one port or railway system provides limited value if it must be manually re-entered when cargo crosses the next border, while national security and data rules restrict how freely operational records can be exchanged.

The proposed transport-data chain therefore has to solve both technical and institutional problems. Tracking systems need common or compatible standards, and participating organisations need agreed rules governing what can be shared, when it can be shared, and who is responsible when information is incomplete or inconsistent.

Interest in the Trans-Caspian route has increased as shippers look for additional Eurasian options amid disruption and geopolitical uncertainty. Its physical characteristics mean it is unlikely to replace deep-sea shipping at scale: capacity is lower, cargo is transferred more frequently, and the Caspian leg introduces vessel and weather dependencies absent from a continuous railway.

Its more credible role is as an additional corridor for cargo where lead time, route diversification, or resilience justify the extra complexity. That makes consistency especially important, because a route selected to reduce exposure elsewhere has limited value if dwell times and information gaps create new uncertainty at each interchange.

The next test is operational rather than diplomatic. Aktau already has rising container volumes, and the partners have identified block trains, tracking, and data integration as areas for development; progress will be visible in frequency, dwell time, and the reliability of transfers between the corridor’s separate systems.

Concrete and rolling stock can raise the route’s theoretical capacity, but the Trans-Caspian network will only behave like a single logistics product when railways, ports, customs authorities, and vessel operators can make those assets work to a common timetable.
