Singapore is seeking closer operational coordination with Malaysia and Indonesia over containership fires as the three littoral states reassess emergency arrangements across the Straits of Malacca and Singapore.
The proposal was raised at the 17th Co-operation Forum in Singapore, where authorities discussed navigation safety, marine environmental protection, changing cargo risks, and the procedures needed when a vessel casualty affects more than one jurisdiction. More than 100,000 vessels transit the straits each year, carrying almost a quarter of global seaborne trade and close to a third of the world’s oil and gas supplies.
The Maritime and Port Authority of Singapore (MPA) is seeking a trilateral procedure covering management and notification of maritime incidents, the identification and recovery of containers lost overboard, and vessels that have sunk. Cargo fires are also becoming a more prominent part of regional planning as containerships increase in size and carry more complex mixes of batteries, chemicals, vehicles, machinery, and conventional freight.
Singapore’s Minister for Transport and Second Minister for Finance, Jeffrey Siow, said coordinated intervention becomes critical once prevention has failed. “When they do, rapid and coordinated action can save lives, limit pollution, and keep the waterway open for others,” he said, referring to marine accidents and the need for authorities to respond quickly.
The scale of the corridor leaves little tolerance for a prolonged incident. The Malacca and Singapore straits connect East Asian manufacturing centres with the Indian Ocean, Europe, the Middle East, and Africa, while also carrying a large share of regional energy flows. A casualty that restricts navigation can therefore affect vessel rotations, port arrivals, feeder connections, inventories, and production schedules well beyond the immediate location.
Singapore dealt with a recent example on 10 April, when fire broke out in a container aboard the 9,226 TEU Ever Lenient while the vessel was at PSA’s Pasir Panjang Terminal. MPA patrol craft, PSA emergency personnel, and the Singapore Civil Defence Force responded to the incident. The crew was accounted for, no injuries or oil pollution were reported, and wider terminal operations continued.
That outcome does not remove the wider cargo-fire problem. Allianz Commercial recorded more than 200 vessel-fire incidents during 2025, the second-highest annual total of the previous decade. Its shipping safety analysis also identified misdeclared cargo as a recurring factor in cargo incidents, while batteries and chemicals remain among the loads requiring particular care during stowage and emergency response.
Lithium-ion battery volumes have grown rapidly as electric vehicles, industrial equipment, energy storage systems, and electronics have expanded. Allianz estimated that battery cargo volumes in 2025 were around six times their level five years earlier and expects further growth through the end of the decade. The increase places greater weight on accurate cargo declarations, correct stowage, early detection, and responders knowing what is inside a container before attempting to control a fire.
Vessel scale adds another operational difficulty. A large containership concentrates thousands of boxes and multiple cargo classes on a single platform, while stacks can make individual containers difficult to reach once a fire is established. Response planning therefore extends beyond sending firefighting assets to the vessel; authorities may also need tugs, pilots, berth capacity, environmental protection equipment, salvage support, and a safe location for the ship if it cannot continue its voyage.
The three countries already have established mechanisms for regional maritime cooperation. Singapore, Malaysia, and Indonesia work together on navigational safety and environmental protection, and previous exercises have tested coordination during oil-spill incidents. The current proposals build on that institutional structure rather than requiring a completely new emergency framework.
Alternative marine fuels are also broadening the range of hazards responders may face. The Co-operation Forum has considered ammonia, methanol, electrification, and the training requirements associated with newer propulsion and bunkering systems. These fuels are being introduced to reduce shipping emissions, but each brings handling and emergency characteristics that differ from conventional fuel oils.
Digital navigation systems are developing in parallel, including improved data exchange, satellite augmentation, near-miss detection, and simulation tools. Better information can reduce accident risk and help authorities understand vessel movements during an incident, although it cannot replace compatible procedures, trained crews, or physical emergency-response assets.
Regional coordination becomes particularly valuable when an incident moves between national waters or requires assets based in more than one state. A vessel in distress may need to be stabilised, escorted, diverted to a place of refuge, or cleared from a traffic lane while other ships continue to pass through one of the world’s most constrained maritime corridors.
The operating challenge is consequently broader than containership fires alone. More vessel movements, larger ships, new cargo types, and alternative fuels are all increasing the number of variables authorities have to manage in a confined waterway. Singapore’s proposal places the emphasis on agreed procedures before the next major incident occurs, when the practical measure of cooperation will be how quickly three neighbouring administrations can make compatible decisions under pressure.
