Greenland and Nunavut ports formalise Arctic cooperation

Greenland and Nunavut ports have agreed deeper Arctic maritime cooperation. The framework connects Nuuk’s operating commercial port with planned deepwater developments at Qikiqtarjuaq and Grays Bay, covering vessel support, emergency response, infrastructure, supply chains, and environmental protection.

Greenland’s Sikuki Nuuk Harbour A/S has signed a cooperation agreement with the developers of two planned Nunavut deepwater ports, linking an operating Greenlandic gateway with proposed infrastructure on the Canadian side of the Arctic.

The memorandum of understanding brings together Sikuki, owner and operator of the Port of Nuuk, Qikiqtaaluk AEDC, developer of the Qikiqtarjuaq Deep Sea Port Project, and West Kitikmeot Resources Corp., developer of the Grays Bay Road and Port Project.

The three organisations will share Arctic port expertise and examine practical cooperation around maritime resilience, emergency response, vessel support, supply chains, infrastructure, and environmental protection. Initial work is expected to include coordinated emergency-response and vessel-support capabilities alongside knowledge sharing on port development and operations.

The agreement does not commit the parties to a new scheduled shipping service, common investment programme, or construction timetable. Instead, it provides an operating framework between three port developments at markedly different stages of maturity.

Nuuk is the established gateway in the group. Its container terminal has 310 metres of main quay plus a further 50-metre berth, two mobile harbour cranes, more than 40,000 square metres of container area, and 500 reefer connections.

The terminal has operated since 2017 and handles container traffic alongside fishing, cruise, government, and other maritime activity. Sikuki describes the port as year-round infrastructure on Greenland’s west coast, giving the partnership an existing operation from which procedures and practical experience can be shared.

Nuuk is also being expanded. Sikuki broke ground in July on a project at Qeqertaq Avalleq that will add 200 metres of trawler terminal and a 150-metre dual-use naval quay, together with 25,200 square metres of additional harbour area.

Completion is scheduled for November 2028. The new infrastructure is intended to increase berth availability for commercial users while providing improved access for Danish defence vessels, freeing capacity elsewhere in the existing harbour.

That programme gives Nuuk recent experience of the problems confronting Arctic port projects before concrete reaches the quay. Berth geometry, marine works, utilities, equipment, security, mixed vessel requirements, and the need to maintain existing operations all have to be resolved within a location where weather and logistics narrow the margin for delay.

Qikiqtarjuaq sits much earlier in the delivery cycle. The Inuit-led project is planned on the western shoreline of Broughton Island in Nunavut and has received approval through the Nunavut Impact Review Board process for its first phase.

The permitted infrastructure includes a 75-metre closed-face wharf, a 275-metre access road connecting with municipal roads, a cargo crane, wastewater receiving systems, VHF communications, freezer-container facilities, an operations and security building, and power distribution.

Qikiqtaaluk AEDC continues to target initial Phase 1 port operations in 2028. The first phase is intended to support community resupply, fisheries, scientific activity, marine safety, and government vessels while providing a permanent deepwater facility close to the Davis Strait and Baffin Bay.

For local supply chains, the port could change where seasonal cargo is discharged and handled. Communities across the Canadian Arctic remain heavily dependent on marine resupply, and the available operating season places a premium on predictable berthing, storage, and cargo-handling arrangements.

Freezer-container capability also gives the project a direct commercial link to Nunavut’s fisheries. Bringing landing and cold-chain infrastructure closer to fishing activity could reduce some of the additional transport required when catches must be moved elsewhere before entering processing or export channels.

Grays Bay is larger and combines the port with a substantial landside corridor. West Kitikmeot Resources is developing a multi-user deepwater facility linked to a proposed 230-kilometre road running south to Contwoyto Lake and the northern end of the Tibbitt-to-Contwoyto winter road.

The project is intended to support community supply, mineral developments, commercial users, Coast Guard activity, search and rescue, and security operations. Its logistics proposition therefore depends as much on inland access as on the port itself.

A deepwater berth without a reliable route into the hinterland would leave much of the surrounding resource and resupply potential disconnected. The road is designed to create that connection and could eventually form part of a wider corridor towards southern Canadian transport networks if related road proposals progress.

Grays Bay is still moving through development and procurement rather than construction. West Kitikmeot Resources issued a major-works request for qualifications in June using a progressive design-build model.

The company’s procurement plan envisaged a request for proposals in September 2026 and selection of a preferred proponent in March 2027. The design-build team is expected to refine scope, execution strategy, risk, and an open-book target price feeding into the project feasibility study and a final investment decision planned for 2028.

The different project stages give the cooperation agreement a practical structure. Nuuk can contribute experience from an established terminal and a live harbour expansion, Qikiqtarjuaq can apply that knowledge while preparing a relatively compact first-phase marine facility, and Grays Bay can incorporate port-operating requirements while its much larger road-and-port programme remains open to design development.

Emergency response is one area where standardisation can provide value before either Nunavut port opens. Arctic distances limit the availability of alternative berths, tugs, repair facilities, medical support, spill-response equipment, and specialist contractors when an incident develops.

A vessel requiring assistance may need fuel, freshwater, waste services, repairs, stores, crew transfer, or an unscheduled berth. Sharing information on facilities, procedures, contacts, and capabilities between Arctic ports can reduce some of the uncertainty around those unplanned calls without pretending that geography itself has become less difficult.

Environmental response carries similar constraints. Cold conditions, seasonal ice, remoteness, and limited equipment availability complicate assumptions that apply at larger southern gateways, while a serious spill or grounding can affect communities, fisheries, and supply routes well beyond the vessel involved.

The agreement arrives as commercial interest in Arctic shipping receives renewed attention. Davies Turner launched a seasonal China-UK container programme through the Northern Sea Route in August, while South Korea has been preparing a government-backed commercial container trial between Busan and Europe.

Those services concern a different Arctic corridor from the Greenland-Nunavut ports and should not be conflated with the new MOU. They do, however, illustrate the wider operating questions surrounding northern shipping: seasonal access, ice conditions, vessel capability, insurance, emergency support, regulation, and the availability of ports when a voyage deviates from plan.

For Nuuk, Qikiqtarjuaq, and Grays Bay, much of the immediate work is more prosaic. Berths, roads, communications, power, cargo-handling equipment, emergency systems, customs processes, storage, and trained personnel have to exist before broader route ambitions become commercially relevant.

The agreement gives the two Nunavut developments access to an Arctic port operator already dealing with those requirements daily. In return, Nuuk gains formal links with infrastructure being designed on the Canadian side of waters where commercial, community, fisheries, government, and resource traffic increasingly overlap.

There is still a considerable gap between cooperation and an integrated Arctic port network. Qikiqtarjuaq has to convert its approved first phase into operating infrastructure, Grays Bay has major design, assessment, procurement, financing, and investment decisions ahead, and Nuuk is midway through its own expansion programme.

Progress will therefore be visible in fairly concrete measures: construction contracts, completed quays, access roads, emergency procedures, vessel-support arrangements, and actual cargo calls. The MOU establishes a useful connection between the projects, but Arctic logistics remains stubbornly physical. Before a network can become resilient, somebody still has to build the ports.
