Freight and logistics development now has a dedicated national decision-making policy in England, with the revised National Planning Policy Framework setting explicit requirements around transport access, environmental impacts, electric vehicle infrastructure, night operations, and vehicle parking.
Policy E3 came into effect with the new framework on 17 August 2026. It states that freight and logistics developments and their associated infrastructure should have appropriate access to transport networks, including sustainable modes where practical.
The policy also requires sites to be designed and located in ways that limit environmental impacts. The framework specifically identifies co-location or intensification of facilities, electric vehicle charging infrastructure, sensitive building design, and landscaping among the measures that can form part of that assessment.
Night-time operation is recognised directly. Logistics facilities often depend on overnight trunking, early-morning store deliveries, parcel sorting, production replenishment, and time-sensitive distribution, so a warehouse that cannot operate through the night may be unable to perform the function that justified its location.
The framework does not remove the effect on neighbouring communities from the planning equation. Instead, impacts on residents and other nearby uses must be acceptable when proposed mitigation is taken into account, with particular attention where night-time operation is required.
Secure lorry and vehicle parking is another explicit requirement. Development proposals are expected to provide sufficient capacity for the traffic they generate rather than relying on surrounding roads or already constrained motorway service areas to absorb waiting and rest periods.
That matters operationally because HGV parking is linked directly to driver-hours compliance, cargo security, route planning, and delivery scheduling. A distribution centre can have substantial internal warehouse capacity and still create a weak transport operation if vehicles have nowhere safe to wait before booking slots or statutory rest periods.
Policy E3 sits alongside broader economic provisions that strengthen the position of logistics in land-use planning. The framework tells plan-makers to provide for freight and logistics operations at different scales and in accessible locations capable of supporting efficient and reliable goods handling.
It also acknowledges that logistics facilities support wider supply chains, including last-mile delivery, transport innovation, and decarbonisation. Separate policy wording directs substantial weight towards commercial development that allows businesses to invest, expand, or adapt where that would improve freight and logistics.
The combination is significant because warehouse development has often been assessed through generic employment-land categories that do not fully capture logistics constraints. A vacant industrial plot is not necessarily a practical distribution site if it lacks motorway access, grid capacity, adequate yard depth, labour, or routes suitable for regular heavy vehicles.
The final framework explicitly recognises facilities involved in the receipt, storage, processing, interchange, and distribution of goods. That gives planning authorities a clearer national basis for considering warehouses, distribution centres, freight terminals, intermodal sites, and supporting transport infrastructure as part of the same operating system.
Roadside facilities receive similar treatment elsewhere in the framework. Planning policy supports new or expanded facilities where there is evidence of a need to improve driver safety and welfare, expand access to charging or alternative fuels, or provide overnight lorry parking where capacity is insufficient.
Electrification will make the relationship between logistics property and infrastructure more complicated. Electric HGV depots and charging sites can require substantial grid connections, and the electrical capacity needed may become as important to site viability as warehouse floor area or road access.
The new framework does not make logistics applications automatic. Developers still have to address highways impacts, noise, environmental effects, landscape, drainage, power, and local amenity, while poorly located schemes can still fail the planning test.
What changes is the weight and specificity of the national policy against which those issues are assessed. Freight is no longer mentioned only as one consideration within broader economic or transport policy; it now has its own national decision-making section defining what an efficient logistics development should provide.
The practical effect will emerge through local plans and individual decisions rather than the wording alone. The next test is whether planning authorities use Policy E3 consistently when allocating land and deciding projects whose economic function depends on round-the-clock goods movement, large vehicle fleets, and infrastructure that cannot simply be placed on any available employment site.
